The supposition that any of this cement could ever have been used in the construction of the Pokfulam Water works is untenable, for everybody connected with the local company knew perfectly well that the manufacturing Pokfulam Water works would be finished long before they would be in a position to offer their products to the Government, even if they succeeded in making cement here.

And it is impossible, when all the facts of the case are considered, to suppose that Mr Orange ever intended to introduce local cement on these works.

If the Company eventually succeeded in the manufacture of cement, they will be quite independent of Government support, as there is a large market for the article apart from the Government.
